QUIRQ RUNTIME
QHP is the sole recognized code-based quantum circuit. QUIRQ is the governed runtime through which the QHP circuit is admitted and materialized. PennyLane was used only as an external proving environment to demonstrate that a QHP-defined circuit executed successfully.
Proved through PennyLane
The QHP-defined all-pairs circuit was executed through PennyLane's local simulator without Braket. PennyLane was the proving substrate; QHP was the circuit.

→ qml.device("default.qubit")
→ Hadamard(all wires)
→ CNOT(all unique pairs)
→ returned state vectorQHP on physical QPUs
When physical execution is selected, QUIRQ governs the QHP circuit before routing it to the selected provider and preserving the task and witness record.

→ physical result + witnessWhat PennyLane proved
It proved that Joshua L. Lopez's QHP-defined circuit could be realized and executed in PennyLane's environment. It did not prove an independent PennyLane version of QHP.
What remains constant
The state relation, topology, governance identity, projection semantics and circuit ownership remain QHP. QUIRQ remains the runtime authority across local proof and live-Metal materialization.
